Jocelyn Brown-Saracino

Senior Innovation Advisor
Jocelyn Brown-Saracino joins NOWRDC as Senior Innovation Advisor following over 15 years at the US Department of Energy where she worked to advance the technical readiness, environmental sustainability, and social acceptance of a range of clean energy technologies. Most recently, Jocelyn served as Offshore Wind Lead for the Department. In that role, she spearheaded DOE’s contributions to crafting national offshore wind goals and priorities, policy development, and oversaw DOE’s annual offshore wind R&D budget of over $70 million/year. She helped lead the development of national and agency strategies to advance offshore wind and their implementation, led the establishment of new Floating Offshore Wind Shot which invested over $1 billion to advance floating offshore wind in the US, oversaw the initiation of DOE’s Atlantic transmission analysis and convening efforts, established funding for tribal engagement in offshore wind planning and permitting, and helped establish of the White House-led Federal State Offshore Wind Partnership focused on supply chain coordination. Prior to assuming her current role, Brown-Saracino served as program manager for DOE’s Wind Energy Environmental, Siting, Workforce Development and Grid portfolio, and managed the Department’s Wind, Ocean Energy, and Hydropower environmental research portfolios. She came to the US Department of Energy through the NOAA Sea Grant John A. Knauss Marine Policy Fellowship program. She holds a master’s degree in marine science from the University of New England and a bachelor’s degree in biological sciences from Smith College.
