Synopsis:

Exmar Offshore Company shall assess the technical and commercial feasibility of an oil and gas jack-up platform to Wind Turbine Installation Vessel (WTIV) conversion concept. The targeted cost for this concept will be one-third to one-half the cost of a new vessel built in the US.

Target Outcomes:

Evaluate converting oil and gas jack-up platforms into WTIVs, utilizing mobile refurbished jack-ups for efficient turbine installation. Assess technical and commercial feasibility of this conversion concept.

Provide a high-level cost estimate for WTIV conversion, including expenses for vessel procurement, equipment removal, life extension, mid-body addition, jacking system upgrade, and new machinery integration.

The conversion concept involves conjoining two US-built mobile offshore drilling jack-ups with an appropriately sized body section, resulting in a US-flagged, Jones Act-compliant WTIV. Targeted cost: 1/3 to 1/2 the price of a new US vessel.
